This guide is designed to assist CII/CPAR participating clinics understand what is required to ensure uninterrupted data submission to Netcare.
The following outlines the steps needed to change a clinic’s CII/CPAR access to a different Electronic Medical Record (EMR).
Prerequisites to set up CII/CPAR on a new EMR system include:
- An updated clinic Privacy Impact Assessment (PIA) that reflects the new EMR environment
- An updated clinic Provincial Organizational Readiness Assessment (pORA)
- The new EMR must be conformed for CII/CPAR. This includes the latest versions of:
- Accuro, CHR, Healthquest, Med Access, PS Suite, Wolf
- AVA (Currently, panels only)
Step 1
The CII/CPAR Site Liaison sends a Confirmation of Participation form to reflect the EMR system change. This form should include all providers planning to participate in CII/CPAR for the new EMR. Submit via email to the eHealth Implementation team ([email protected]).
Note: For primary care clinics with a Practice Facilitator indicated on the Confirmation of Participation form, they will be included in all communication that goes to the Site Liaison in the remaining steps.
Step 2
An eHealth CII/CPAR Implementation Consultant will e-mail the Site Liaison acknowledging receipt of the EMR change Confirmation of Participation form and will notify them that the Intake, Privacy and Security team will be in touch.
Step 3
The eHealth Intake, Privacy and Security Team will reach out to the Site Liaison to go through all privacy documentation. This team will determine the clinic’s readiness and ensure all prerequisites are met to participate in CII/CPAR on the new EMR system.
Once confirmed, the Intake, Privacy and Security team will notify the Site Liaison and the eHealth Implementation Consultant when the review is complete and the clinic is ready for next steps.
Step 4
The eHealth Implementation Consultant will email the Site Liaison a CII/CPAR Participation Package with additional guidance:
- A new CII/CPAR Endorsement letter is required
- For providers with a panel, the eHealth Implementation Consultant will advise what CPAR forms are required if there are changes to providers, Access Administrators or Panel Administrators

Step 5
Once all required letters and CPAR forms (if applicable) have been received, the eHealth Implementation Consultant will coordinate with the Site Liaison to set a “Go Live” date for the new EMR. At the same time, the eHealth Implementation Consultant will coordinate the best date to “stop” the data flow on the prior EMR.
Step 6
For providers with a panel, based on the go-live date of the new EMR, the Site Liaison will be advised when to remove all panel numbers from the prior EMR system. This will prevent the possibility of conflicting information being sent from both EMR systems.
Step 7
The eHealth team will complete validation for all data types to ensure the new EMR is submitting information appropriately and may engage the Site Liaison if any troubleshooting steps are required.
Clinics that are submitting consults require testing prior to consults uploading to Netcare.
Step 8
Once all data types have been confirmed, the eHealth Implementation Consultant will inform the Site Liaison that validation is completed. At this point, the clinic will officially be live on CII/CPAR with the new EMR.
