PCN Governance Framework

Today's dynamic health care system creates a complex set of roles and responsibilities for PCN Board and Joint Governance members. Board members must be skilled and knowledgeable in advanced governance matters in order to best contribute to and influence the performance of their boards. 

PCN Governance Training

This curriculum introduces the governance of Primary Care Networks (PCN) in Alberta. You will learn about the context in which PCNs operate in Alberta, the governance structures that PCNs operate within, and the many functions, roles, and responsibilities that contribute to the optimal functioning of Boards and Committees.

Primary Care Network member physicians overwhelmingly voted to ratify the PCN Framework in June 2017. The Alberta Medical Association, Alberta Health Services and Alberta Health are working together to implement the new governance structure that includes a Provincial PCN Committee and five Zone PCN Committees. The 42 individual PCNs will continue to exist and will maintain grant agreements with Alberta Health.

The Provincial PCN Committee will provide governance, leadership and strategic directions and priorities for the PCNs. This committee will strengthen the relationship between PCNs and AHS, better align PCN services with community population health needs and transform Alberta's Primary Heath Care system.

PCN Zone Committees will be established that align with current AHS zones. Zone Committees will develop zone-wide service plans to align PCN services with population health needs and with Provincial PCN Committee's strategic advice and priorities.

PCN Governance Manual Template

The PCN Governance Manual Template has been jointly developed by the AMA and AHS to assist PCNs to meet the requirements set out in the Alberta Health Primary Care Network Governance Policy.

While use of the template is strongly encouraged, it is not mandatory. Many PCN Boards across the province have developed a governance handbook/manual or have established guidelines. PCNs that wish to maintain the format of their current handbook/manual will need to ensure that it meets the requirements set out in Alberta Health policy. Succession Planning

Succession planning is a key risk mitigation strategy and it makes good business and board sense! Being prepared and having a plan ready when unexpected things happen will diminish possible negative impact and allow a PCN to continue with minimal disruption.

Adding a Community Member to your PCN Board

The patient centered health home model includes community participation and feedback as an integral component of its ongoing planning and evaluation of services. Improving the governance of the corporation is the most important reason for adding a community member. A community member will enhance the diversity and provide new perspectives to a NPC Board and could also bring specific skill­sets to a NPC Board that could help enrich discussions and provide advice/support (e.g., legal, financial advice). This workbook provides tools for recruitment, selection and orientation.

Community Engagement

This guidebook provides information to PCNs on the importance and value of community engagement and provides a progression of steps a PCN can undertake to enhance their level of community engagement. It provides a continuum with the creation of a Community Advisory Council (CAC) being the ultimate final step for those PCNs ready and prepared for such an investment.
